Has anyone seen this before.

My neighbor below me has these persistent stains on her wall that she states occurs when it rains. However, the roof above her was fixed and when it rains these stains are completely dry which doesn’t make much sense. Has anyone seen stains like this before? It looks like the walls are crying or that there is moisture “bleeding” but again there is no obvious wetness or moisture. I’ve attached some images.

Looks like someone painted over old water stains that were not properly stain blocked with a primer.

Is it just on exterior walls, every room or just a few select places?
I'd coat those areas with a solvent based primer then repaint.

Water stains, tannins in wood and nicotine from cigarettes can all bleed through paint like that. As marksr mentioned an oil based stain blocking primer is needed to stop it. The important thing is to make absolutely certain that there is no leak. Sometimes water can soak through sheetrock just below the paint so even though there is water the surface may be dry.
