Water heater leaking

Hi Everyone,

I haven't laid eyes on this in person, but i'm trying to help a good friend out. They sent me this picture of the water heater in their hair salon. I don't think they've actually seen water leaking from this, but they did find water in the cabinet below. I would have thought this valve was completely plastic, so the discoloration didn't make a lot of sense, but i figured i'd get some opinions.

It looks to me like the valve wasn't turned completely off and it seeped a bit causing the deposits. Probably just needs to be cleaned up and turned completely off.

They've cleaned it up and it did tighten a bit. I told them to keep an eye on it, and maybe put something under it that would reveal any further dripping.
