How old is the water heater?
Is all that rust damage caused by the valve leaking or is the fitting at the heater also leaking?
Where specifically is the valve leaking? Have you tried repairing the valve?

It's 4 years I believe the rust is caused by the water sitting and getting under the coated paint hence the erosion with the plastic blue label I have not attempted to fix it I need some pointers.

What is the source of the water? Where is it leaking? Is it leaking at the fitting on top of the heater or is it leaking from the valve and running down to the heater?

To me the valve looks fine. I see no dripping from the valve. All the rust and corrosion seems to be at and from the inlet threaded portion. Use a small wire brush and clean it up. Then look for leaks. Wrap a paper towel just below the valve and see it the towel gets wet. If it is the valve then replace with a Sharkbite valve. I'm betting the inlet connection was not tight at installation. Corrosion is attempting to seal the leak.

Its dis-similar metals causing the corrsion.
You never put copper directly into the steel of the water heater. A dielectric nipple, or brass , should of been used..
Either you can remove both copper male adapted and replace with nipples and female adapters. This may fix the leak.
But I would think from experience the heater is shot and leaking around the welds
