French drain clogged

French drain clogged
I have tried to work out the funk out of the top and have tried hair and grease remover from Home Depot which works great on most drains.
My tenant doesn't clean it out and leaf and dirt have clogged it.
Any ideas other than calling a pro?

Usually a French drain is not visible. Do you have a pipe and rock at the ground's surface ?
It's almost impossible to clean the crap out of the rocks. The one drain I have here that is similar to that surface mount one has ground cover screen over it and is easy to wash off.

This looks to me like a floor drain, not a French drain.
You need to find out where the water is supposed to go, which could possibly be a dry well directly under the drain opening. Then clean out or reconstruct that facility so the water does not back up at the bottom of the stairs.
A French drain collects water from a large area and channels that water to some discharge point. When working properly, its collection channels never fill with water and back up.
