Shallow well drilling for irrigation

In Florida, a PVC pipe and water hose are all one needs to push PVC casing into a shallow water pocket. Water table is at 10-15 foot depth for my shallow well that I use for gardening/lawn. Would I be able to the the same in Dallas Texas?

You're talking about a shallow well thru sand in Florida.
I doubt you'll find the same conditions in Dallas.

If you were on Galveston Island I would say you have a good chance. Inland I doubt you'll get anywhere but only you know where you are and what your soil conditions are. Have you talked to anyone in your area to see if they also have shallow wells?

Dallas is rock and you are not going to get a shallow well there. Wells there are drilled with air because of the rock.
The kind of well you are talking about can be done along the coast but the geology of the ground there prohibits what you are wanting to do.
